Stormwater Permit and SWMP Summary

The National Pollutant Discharge Elimination System (NPDES) Program protects the surface waters of the state by assuring that discharges comply with state and federal regulations. Anyone discharging to surface water of the state is required to make application for and obtain a valid NPDES permit.

Kalamazoo Public Schools is committed to ensuring that stormwater runoff from its facilities complies with all federal and state environmental regulatory requirements.
Kalamazoo Public School’s Municipal Separate Storm Sewer System (MS4) Individual Permit (MI0059866), hereafter referred to as the MS4 Permit, is issued through the Michigan Department of Environment, Great Lakes and Energy (EGLE) and is administered at the State-
level by the EGLE. 

The City’s program is part of the Federal National Pollutant Discharge Elimination System (NPDES), authorized by the United States Environmental Protection Agency
(EPA) through the Clean Water Act. This permit replaces and supersedes previous coverage under the MS4 General Permit. Kalamazoo Public School’s MS4 current permit is applicable from September 1, 2023, to October 1, 2025. It authorizes stormwater discharges from Kalamazoo Public School’s MS4 service area to surface waters within Kalamazoo County.

The Kalamazoo Public School service area is regulated by the MS4 Permit covers any separate storm sewer system owned and/or operated by Kalamazoo Public School and located within census urbanized areas (CUAs) of Michigan identified in the 2010 Census by the U.S. Census

2023 KPS – SWMP

Public Education

KPS works collaboratively with local partners on public education related to storm water on the following topics:

Topic 1: Promote public responsibility in the applicant’s watershed.

Topic 2: Inform and educate the public about the connection of the MS4 to area water bodies and the potential impacts discharges could have on surface waters of the state.

Topic 3: Educate the public on illicit discharges and promote public reporting of illicit discharges and improper disposal of materials into the MS4.

Topic 4: Promote preferred cleaning materials and procedures for car, pavement, and power

washing.

Topic 5: Inform and educate the public on proper application and disposal of pesticides, herbicides, and fertilizers.

Topic 6: Promote proper disposal practices for grass clippings, leaf little, and animal waste that may enter into the MS4.

Topic 7: Identify and promote the availability, location, and requirements of facilities for collection or disposal of household hazardous waste, travel trailer sanitary wastes,
chemicals, yard wastes, and motor vehicle fluids.

Topic 8: Inform and educate the public on proper septic system care and maintenance, and how to recognize system failure.

Topic 9: Educate the public on and promote the benefits of green infrastructure and Low Impact Development.

Topic 10: Identify and educate commercial, industrial, and institutional entities likely to contribute pollutants to storm water runoff.
